Core Capacitor Winders are far more complex than meets the eye, way beyond just because it looks complicated. Can we get our controls to work on it? Yes with quite a bit more inputs and outputs. Can we change the electronic tension controls to more modern standards? Well that is where a considerable investment comes in. I used to make electronic tension controls, from the ground up. There's a considerable amount of work involved to make it stable for any given situation. And I might add there is no such thing as a universal tension control.
The tension controls are tuned to the expected materials. Better said, the materials define the tension control. But the answer remains the same. We can get it to work if paid.

No we cannot add additional material spindles. It will not have a production rate of 3000 pcs. per hour. Since we cannot add material spindles it cannot be made into a foil/film machine. It cannot be adapted to any size core under the sun.
